Police investigate Desokupa course for Mossos riot officers

The Minister of the Interior, Núria Parlon, has announced that a preliminary investigation has been opened to clarify the participation of ARRO agents in close-quarters combat training.

The Directorate General of Police has opened a preliminary investigation to look into a close-quarters combat course taught by members of the Desokupa company to Mossos d'Esquadra riot officers at El Prat airport.

The Director General of Police has opted for a “preliminary investigation” to clarify the circumstances surrounding a close-quarters combat course given to officers of the Regional Area of Operational Resources (ARRO) of the Mossos d'Esquadra, taught by members of the Desokupa company. The Minister of the Interior, Núria Parlon, confirmed this decision in a parliamentary response to the CUP.
The training, titled ‘Introduction to Police/Military Grappling’, took place between February 2nd and 5th at the Mossos d'Esquadra facilities at El Prat airport. According to the minister, the course was held “without any participation or collaboration from the Police of the Generalitat” and is “entirely unrelated to the training programs and activities aimed at ARRO agents”. The Directorate General of Police has guaranteed that it has not formalized any contract or agreement with the instructor, Octavio Óscar Luz de Paula, an Ertzaintza officer who had previously been disciplined for teaching classes to Desokupa employees.
The minister recalled that the supervision and control of Mossos d'Esquadra training falls under the Institute of Public Security of Catalonia (ISPC) and the Training and Development Area. She emphasized that the training in question is not recognized by the ISPC nor is it integrated into any official training program, thus being an activity external to the police organization and not validated by the Training Activities Validation Commission.
In conclusion, Minister Núria Parlon stressed that the opening of this preliminary investigation is a preliminary step to a possible disciplinary proceeding if investigators from the Internal Affairs Division find any irregularities in the course's execution.
