The Sindicatura de Greuges de Barcelona has urged the City Council to cancel a sanction imposed on a disabled driver who was fined for parking in a reserved space.

The conflict arose when the 71-year-old man parked his vehicle in a zone designated for people with reduced mobility. Despite having the official accreditation, the card accidentally fell to the floor of the car while the user was unloading his wheelchair from the trunk, which led municipal agents to miss it and proceed to fine him and tow the vehicle.
The citizen had to pay 173 euros to recover the car from the municipal impound lot and subsequently received a 200 euro fine. Despite submitting the relevant allegations and providing documentation proving the validity of his permit, the Institut Municipal d'Hisenda maintained the sanction, totaling 373 euros in expenses for the affected person.

The Sindicatura asks the council that citizens' issues be treated impartially, equitably, and with attention to the personal circumstances of each case.

The institution defending citizens' rights believes that, once the user's good faith and the validity of the card are proven, the administration should apply the principles of proportionality. The goal of the request is to ensure more humane and coherent management that takes into account the particular situations of citizens when applying traffic regulations.
