All opposition groups in the Barcelona City Council, including Junts, BComú, ERC, PP, and Vox, have agreed on their assessment of the PSC municipal government's management of the migrant regularization process. They have all highlighted clear improvisation in how the issue has been addressed.

The municipal groups have reproached the council for its lack of sufficient resource planning to meet demand. From BComú, it was emphasized that the overcrowding of migrants in public offices is evidence of management failure, as the government had a four-month window to organize the necessary provisions.
“"We can criticize the improvisation we are seeing these days and the lack of management capacity."
Meanwhile, the PP stated that it is the State offices that should manage this regularization, and criticized the mayor for not acting as Barcelona's representative. Vox insisted that the situation demonstrates the City Council's constant improvisation, as the long queues in Plaça de Sant Miquel were foreseeable.
Given the long queues and collapse experienced in some citizen service offices, the City Council has set up four additional walk-in points to speed up the process. Despite this measure, scenes of collapse and even fights have been reported at one center, which had to close temporarily. The remaining offices continue to issue documents by appointment, and an express lane has been established to obtain the census registration via a free call to 010.
