The event, organized by the Catalan police, celebrates the professional careers of agents from various police forces and civilian bodies.
The distinction acknowledges a coordination effort that has been fundamental in reversing the figures of repeat criminal activity in the Catalan capital and the rest of the territory. The expulsion files have been processed within the framework of the 'Kanpai plan', a comprehensive initiative designed to curb and combat repeat offenses throughout Catalonia.

Spain's Immigration Law, in its article 57, considers the participation of foreign citizens in activities contrary to public order, including criminal recidivism, as a serious infraction. However, the expulsion process is not automatic and requires judicial authorization from all courts where the offenders have pending cases.
Judges must authorize the measure, allowing sentences of deprivation of liberty to be replaced by expulsion from national territory, even if the affected individual is in a regular administrative situation. This sustained operation has seen the National Police play a key role in processing and executing expulsion orders, in close collaboration with the Mossos d'Esquadra.
Beyond expulsions, the 'Kanpai plan' has shown a significant impact on crime indicators. According to data from the Ministry of Interior, the initiative has reduced the activity of repeat offenders by 37% during its first year of implementation. This positive trend continues in early 2026, with a 40% decrease in crimes committed by these individuals in the first two months of the year, representing nearly 9,000 fewer criminal offenses.
