Spain's Transport Deputy moves to Barcelona to manage Rodalies crisis

The Secretary of State for Transport, José Antonio Santano, travels to Barcelona today, February 3, 2026, to lead the management of the Rodalies crisis at the request of the Catalan Government.

The Ministry of Transport confirmed that José Antonio Santano travels to Barcelona starting at 3 PM to “address the railway problems of Rodalies and guarantee the recovery of the service.” The Secretary of State will set up his office in the Government Delegation indefinitely, seeking direct communication with the Generalitat until the service returns to normal.

This decision follows the frustrated service resumption forecasts announced by the Govern. The Minister of Territory, Sílvia Paneque, admitted that, despite the deployment of resources by Adif “without comparison to the past,” it has not been possible to restore normality, leading to the Catalan executive's anger.
In the press conference following the Consell Executiu, Paneque raised the tone and demanded new “responsibilities” from Adif, especially following the recent incidents at the control center in Estació de França. The Govern demands that the operator determine the true cause of the failure and act accordingly, either internally or against the IT provider.
In addition to crisis management, the Govern has agreed to the emergency contracting of 230 buses, a figure higher than the 150 initially deployed, to reinforce interurban road transport. This measure involves an investment of 4,147,088 euros to mitigate the impact of the mobility crisis.
