The President of the Generalitat, Salvador Illa, defended a model of shared prosperity, cohesion, and unity before the Plenary of Parliament, prepared to face major global transformations. "The model of country we defend is clear: the Catalonia of shared prosperity, the Catalonia where all Catalonias fit," he stated.
Faced with a world in transformation, the head of Government identified climate change, technological change, and demographic change as the three major vectors that will determine the future. He championed Catalonia's strength and human capital, asserting that "Today Catalonia is a better country for everyone," more united, prosperous, secure, and cohesive. Catalonia's GDP reached 334,765 million euros in 2025.
Illa advocated for the necessary resources to improve public services and defended a new financing model that would increase Catalonia's budget by 4,700 million euros. He urged political forces to evaluate proposals "based on their content and benefits for citizens" and stressed the need for agreements to advance the country through unity.
Regarding housing, the president announced three new measures. The first is the creation of a Housing Emergency Fund, initially endowed with 25 million euros, to address cases of vulnerability threatened by eviction by purchasing the property to ensure social rent.
The second measure is the joint housing purchase, a formula from Catalan civil law endowed with 100 million euros, aimed at individuals over 40 with stable incomes who face difficulties accessing financing. The Generalitat will co-acquire the property, offering access at a lower price.
Finally, the Emancipation Loans, which have already benefited over 2,700 young people, will be consolidated and expanded. These loans from the Institut Català de Finances, at 0% interest and without commissions, will also be granted for the purchase of protected housing and for rehabilitation.
The president called on all stakeholders to assume their responsibility to increase housing supply, including the financial sector, municipalities, and the construction industry. He recalled the goal of achieving "15% of protected housing stock" and the 50,000 and 214,000 plans.
On the international stage, Catalonia will host a Conference of Regions for Democracy in November. Illa advocated for Catalonia to have a greater presence in Europe and expressed confidence that "Catalan will be an official language of the European Union." The Catalonia-Ukraine Program was also announced to contribute to the country's reconstruction.
In education, the goal has been set to reach 6% of GDP in educational investment and improve students' basic learning, emphasizing "pencil and paper" and reducing screen time. The Government will propose recognizing non-university educational professionals as public authority.
Regarding security, the president highlighted that crime in Catalonia has decreased by 12.6% in two years, with 51,848 fewer criminal offenses between January and August 2026 compared to the same period in 2024. The Mossos d'Esquadra force will exceed 20,000 officers.
Concerning climate change, it has been guaranteed that there will be no cuts in emergency services, forest management, or prevention. Renewable energies will be promoted, and it is expected that by 2030, 70% of water consumed will not depend on rainfall.
On technological change, Catalonia is implementing the Catalonia AI Strategy 2030, with a budget of 1 billion euros. The Government is working on a new Catalan Observatory for AI and the Labor Market to ensure intelligent and ethical use of artificial intelligence.
The president announced projects and infrastructure to prepare for the future, including new health centers (CAPs), hospitals, tramway developments in Camp de Tarragona, the L9/L10 metro line, and 151 actions on Rodalies commuter rail, with 100 new trains arriving in the first quarter of 2027.
Finally, the transformation of the Administration to improve citizen services was defended, including the Public Employment Law, the Professional Public Executive Law, and the reform of nearly 210 key procedures.
