The presentation, led by the drafting team, took place on April 8 at the theater hall of the 'Escoles Velles' civic center. This new planning responds to the need to modernize the current Subsidiary Regulations of 1983, re-edited in 1992, which have become obsolete in the face of current legal, environmental, and social challenges.
The Advance of the POUM, although not binding, is a crucial phase of the process. At this stage, general objectives are set, alternatives are proposed, and citizen participation is encouraged, along with consultations with administrations and sectoral bodies.
The document emphasizes that Bellver's urban development is conditioned by higher-ranking instruments, such as the General Territorial Plan of Catalonia or the Partial Territorial Plan of Alt Pirineu i Aran. These plans limit certain growth and prioritize the protection of open spaces and ecological values, leading to the reclassification of land previously designated for growth in areas like Pedra, Talltendre, and Nas.
The planning considers three demographic growth scenarios (restrictive, continuous, and intermediate), although the main issue is not a lack of land, but its configuration and use, as there are many vacant plots. Urban alternatives range from a low land consumption model to a more expansive proposal, including a balanced option that seeks moderate growth and better integration of the nuclei.
The future POUM is based on seven key strategic objectives: improving sustainable mobility and connections between nuclei, facilitating access to housing (especially protected housing), promoting territorial balance, expanding facilities and public spaces, adapting actions to each nucleus, boosting economic activity, and preserving the landscape and local identity.
Citizen participation has highlighted concerns such as the difficulty of accessing primary housing, the prevalence of second homes, the need to improve facilities and public transport, and the desire to preserve the character of the villages.
New participatory phases will now begin, including workshops, interviews, and the collection of suggestions, before the initial approval of the POUM.
