The signing of the agreement, which took place on Monday, March 30, 2026, stipulates that the Catalan Housing Agency will manage a public tender. The aim is to select a developer who will obtain the surface right over the plot, located at Coma Street number 5 in Bellver de Cerdanya.
This developer will be responsible for constructing the official protection homes, as well as their management and maintenance. The Housing Agency will supervise compliance with the contractual conditions for the 75 years of the surface right's validity.
This initiative complements another development already planned by the council on an adjacent plot, which includes the construction of 18 social rental homes. Mayor Laia Serra signed the agreement on behalf of the City Council.
The agreement is part of a series of accords with 31 municipalities that provide the legal framework for the Generalitat to individually tender for developers for each plot. The ultimate goal is to guarantee the right to decent and adequate housing, addressing local residential needs and considering social housing as a service of general interest.
