Montblanc Approves 2026-2027 Childhood Framework Plan for Child Well-being

The new municipal plan aims to ensure the comprehensive development and active participation of children aged 0 to 13 in the town.

The Montblanc City Council has approved the 2026-2027 Childhood Framework Plan, an initiative aimed at ensuring the development and well-being of children aged 0 to 13, based on the principles of the United Nations Convention on the Rights of the Child.

This project, ratified during the municipal plenary session, recognizes children as full citizens and proposes a comprehensive and preventive approach. It coordinates areas such as health, education, and urban planning to address children's needs holistically, with the goal of fostering physical and emotional health, ensuring educational equity, and promoting their active participation in the community life of Montblanc.
The strategy is structured around three fundamental pillars: emotional well-being and family support, transformative education and leisure time, and active participation and citizenship. Among the highlighted actions, the plan includes promoting sports and physical activity, supporting positive parenting, creating cultural projects, and strengthening the Municipal Children's Council as a key advisory body.

Councillor Judit Pere defended the model, emphasizing that the municipal budget includes a 10,000 euro allocation for childhood to fund annual activities. Regarding participation, she stressed that children are a key part of the decision-making process, with the Children's Council serving as a platform for their proposals, which are collected and forwarded to the council departments to be converted into concrete actions.
For his part, Juanma Cabello, councillor for the PSC, expressed concern about the capacity of municipal departments to take on new functions without overload and questioned the degree of effective child participation. Anna Lafebre, councillor for Montblanc Progressa, emphasized the importance of local rootedness and gender perspective, although she noted the absence of explicit mention of responsible technology use and digital literacy education for children and youth.
The plan includes continuous evaluation, with annual monitoring and a final review in 2027, to ensure the effectiveness of the measures and adjust actions according to children's needs. The City Council assures budgetary commitment and the search for external funding for its implementation.
