This action is part of a regional program that seeks to increase the public housing stock in Catalonia, especially in municipalities with limited resources to manage urban development projects independently. The plots, located on Joan Amades street and the Cal Nicassi building, total nearly 1,900 square meters.
The Government's call for proposals included over forty plots in thirty municipalities, with the forecast to build more than 500 protected homes. Most are small plots, suitable for about twenty apartments or less, designed to facilitate the participation of localities with less technical capacity.
In the case of l'Espluga de Francolí, the task of finding developers through public tenders has been delegated to the Generalitat. This strategy allows for streamlining procedures and adapting projects to the specific needs of each municipality, favoring the participation of smaller companies and more flexible management.
Participating city councils commit to expediting the granting of building permits and simplifying administrative processes. Furthermore, they will have the power to decide whether to directly manage the allocation of housing or delegate this function, always under criteria of transparency and equity, and may establish requirements such as residency to prioritize local residents.
This initiative is part of a broader strategy by the Catalan Government to increase the number of protected homes by 2030. In an initial phase, in addition to municipal plots, other public lands are expected to be activated with the aim of adding hundreds of new apartments to the country's housing stock.
