The new fair tax system, to be applied starting in 2026, aims for residents to pay according to the waste they produce, following Generalitat recommendations. This tax will be divided into a fixed part, covering structural costs, and a variable part, representing approximately 20% of the total, allowing savings for the most efficient households.

Guinó emphasized that Besalú's waste management project is comprehensive, including door-to-door collection and the municipal recycling center. These elements have allowed the town to maintain a fee of 140 euros for six years, one of the lowest in Garrotxa, thanks to a selective collection rate ranging between 78% and 80%.
Regarding investments, Guinó highlighted that the construction of the water treatment plant is the largest project and is practically finished, expected to enter service by mid-2026. Investments have also been made in historical heritage, such as churches and the Roman villa of Can Ring. Furthermore, the council plans to address a historical deficit in the town's sanitation system, with a network remodeling included in the PUOSC for 2027.
In terms of security, the mayor positively assessed the installation of a mobile office for the Mossos d'Esquadra, which has increased police visibility and helped deter thefts and robberies, especially targeting tourists. To complement this, more surveillance cameras will be installed. Finally, Guinó refuted opposition criticism regarding finances, assuring that the debt level of the Besalú City Council is the lowest since 1977.
