Garrotxa and Pla de l'Estany Join Forces for Energy Transition

The county councils of Garrotxa and Pla de l'Estany have formalized a collaboration agreement to strengthen support for municipalities in the energy transition.

Yesterday, Monday, July 13, 2026, the county councils of Garrotxa and Pla de l'Estany presented the collaboration agreement between their Offices for Energy Transition (OCTE). This agreement establishes a stable framework for cooperation to enhance support for municipalities in both counties facing energy challenges.
The event began with the presentation of the agreement by Oriol Serrà Madriles, second vice-president and county councilor for Territory, and Germán Mas Hormigo, county councilor for Energy Transition and Housing. They emphasized the importance of pooling capabilities and knowledge to tackle complex challenges from a local perspective, also thanking the technical teams for their efforts.
The councilors agreed that "the energy transition is no longer an option, but a necessity" and that no single administration can face a challenge of this magnitude alone. They argued that the proximity of the county councils allows for the creation of more useful and tailored responses to the real needs of the territory.
The agreement focuses on three main pillars: collaboration between the technical teams of the two OCTEs, institutional coordination to promote joint projects, and the shared commitment to continue offering a more efficient, innovative, and citizen-centric public service.
The agreement consolidates an understanding of public service based on trust, cooperation, and commitment to the territory, enabling the provision of higher quality responses to municipalities, businesses, and citizens in both counties, which share bordering lands and properties.
As a visible element of this collaboration, the website for the Consell Energètic Pla de l’Estany has been launched, adapted from the existing one by the Consell Comarcal de la Garrotxa. These platforms provide intuitive and user-friendly information on energy and sustainability.
The event included a talk on "Key Data for Understanding Energy" aimed at journalists and communicators, to improve the dissemination of energy-related terminology. Attendees positively assessed the training, hoping it will lead to more comprehensive content.
The councilors concluded by emphasizing the importance of working effectively and optimizing resources, without seeking individual credit. The event was also attended by other elected officials interested in this working methodology.
The event took place at the Arcada de Fares space, chosen to symbolize the link between the two counties.
