7,000 Homes in Girona Not Using New Waste Collection System

The Girona city council admits a small margin of error in waste collection bills but assures that 95.5% are correct.

The Girona City Council has revealed that approximately 7,000 homes have not utilized the new waste collection system, although the council assures that most bills are correct.

Out of the 12,178 homes listed as non-habitual users of the new waste collection system for 2026, about 7,000 have not collected their card or bins and have made no use of the system. This information was shared by the deputy mayor for Resource Management and councilor for Coexistence and Security, during the municipal plenary session held this Monday, in response to opposition questions about incidents in waste fee collection.
The spokesperson for the PSC questioned whether, in addition to strengthening the tax management service, the municipal government planned to increase the staff of Climate Action. She recalled that the City Council took more than six months to respond to some 400 requests for review of the maximum daily volume and asked about measures to prevent delays in waste fee claims.

The PP councilor directly asked if the council was aware that erroneous waste bills were being issued. The mayor admitted a “small margin of error” but stressed that 95.5% of the bills were “correct.” He added that the City Council would allocate the necessary resources to rectify erroneous cases as quickly as possible.
The waste fee register for 2026 includes 47,727 homes with a domestic rate. According to the deputy mayor, 35,550 have made habitual use of the new system and will therefore pay less than the previous year. To qualify for this reduction, it was necessary to have used the card or bins a minimum of 24 times each semester during 2025.
Around 5,000 homes do not meet the minimum established to be considered habitual users, despite having used the new system's materials. The deputy mayor defended the creation of a specific circuit to review the waste fee, assuring that claims are already being addressed and those with detected errors are being upheld.
A “typical home” between 85 and 100 square meters with water consumption between 65 and 95 cubic meters will pay 244 euros if it has made habitual use of the system, while those who have not participated enough will have to pay 352 euros. In 2025, without differentiation between habitual and non-habitual users, this same home paid 256 euros. These amounts do not include the 25-euro bonus for using the recycling center or organic composter.
The president of the Girona Neta i Digna association, stated that the entity receives “many complaints from people who are not satisfied with the fee” due to problems with the system's usage registration. He criticizes the City Council for using “an unreliable system when applying a bonus or a penalty” and believes that the high number of review requests demonstrates the mechanism's shortcomings.
The City Council reported 225 review requests received by Friday, coinciding with the announcement of the new circuit to study incidents. The association proposes that, while the system is not more consolidated, the lowest fee should be applied to all homes, as there are currently insufficient guarantees to link the fee amount to the number of registered uses.
