This Monday's municipal plenary session marked the start of the process to end the concession for the bar-terrace at Parc del Migdia. This decision creates a new scenario for the council, which will have to determine whether to reclaim management of the space, re-tender its operation, or establish a different service model for the facility.
The original concession, approved in June 2001 and awarded to Ecobar Girona SL in September of the same year, had a duration of 25 years and therefore expires this September. The concessionaire company, part of the Boira group, also manages the Núria bar, whose continuity depends on the future of Poeta Marquina Square.
The initial annual fee, set in 2001, was two million pesetas (approximately 12,000 euros), with the possibility of annual updates. Additionally, the company paid nine million pesetas (about 54,000 euros) for the cost of constructing sanitary facilities and technical projects. This initial payment was justified by a previous concession linked to the space, which included the management and maintenance of public restrooms and the construction of the bar-terrace facilities.
The area occupied by Ecobar Girona SL is the inner part of the circular building in the pond area, covering about 350 square meters under a semicircular shaded porch. The service was to be provided year-round, within the park's opening hours. The park itself was urbanized in the 1990s on the grounds of former military barracks.
Ecobar Girona SL's request to extend the concession for three years and nine months, due to the impact of the March 2020 pandemic, was denied. A report from April 2022 concluded that the conditions for extension were not met, and the municipal plenary session in May 2022 rejected the request. This decision was upheld by the council in July 2023 after the concessionaire filed an appeal.
