Girona outsources legal services for 168,388 euros to three Barcelona firms

The Girona City Council has formalized the awarding of legal defense and procuracy services to three professional firms based in Barcelona, with a total cost of 168,388 euros for a two-year period.

This contract, divided into five lots, aims to complement the existing municipal legal services. The estimated value of the contract could exceed 306,160 euros if potential extensions or modifications are included.
The decision to outsource these services is justified by the need for specialized procedural expertise, availability, and experience in different jurisdictional areas, such as administrative litigation, social, criminal, and civil law. The council's internal legal advisors primarily focus on internal advice and ordinary legal support.
Currently, the job list for the Girona City Council for the year 2025 includes twelve positions for municipal legal advisors, although not all are filled. This outsourcing, therefore, does not replace the in-house legal service but rather strengthens it in the management of litigation and judicial proceedings.
The tender attracted interest from eight law firms. Ultimately, the services have been awarded to three firms: FJM Advocats, SLP, which will handle defense in administrative litigation, social, and civil matters for a total of 79,164 euros (excluding VAT); Molins Advocats Defensa Penal, SLP, for criminal matters at a cost of 20,000 euros (excluding VAT); and Anzizu, López y Castellanos Procuradores, SLP, for procuracy services, with an award of 40,000 euros (excluding VAT).
