Girona City Council Initiates Procedures to Reclaim Occupied Municipal Building on Carrer del Carme

Municipal Police located two individuals in the property, which is being used as a dwelling despite lacking a certificate of habitability.

Girona City Council has commenced the process to regain possession of a municipal building on Carrer del Carme, occupied for about a year and used as a dwelling without a certificate of habitability.

The Girona City Council has initiated procedures to reclaim possession of a municipal property located at number 56, Carrer del Carme, which has been occupied for approximately one year. The building, formerly housing signage workshops and currently storing municipal election ballot boxes, is slated to become the access point for a future footbridge connecting the Carme-Vista Alegre and Montilivi neighborhoods.
In early January of this year, the Municipal Police intervened at the property and located two individuals inside. Clear signs of continuous habitation were observed, including beds, kitchenware, a refrigerator, and heaters. A toilet and accumulated pigeon droppings were also found in one of the rooms.
The councilor for Procurement, Heritage, and IT Services, M. Àngels Planas, explained that the building "is not suitable for housing and does not have a certificate of habitability." The council has granted the occupant a ten-day period to present any objections.
The property is designated as open space and a green zone. The adjacent building was demolished in 2007 to facilitate the construction of the footbridge that will link this street with the extension of Carrer Emili Grahit. A government agreement between Guanyem, Junts, and ERC aims to advance the creation of this new bridge between the Carme and Montilivi neighborhoods.
Residents have been demanding the footbridge for years, but there is still no set date for its construction. Mayor Lluc Salellas indicated last summer that the infrastructure should be "prioritized" and that "what is closed and not in good condition" should be renovated first. The rehabilitation works for the footbridge are already awarded and will commence this year. The approval to initiate procedures for reclaiming the occupied building does not imply the immediate start of the new footbridge's construction.
