The ordinary September Council meeting in Cabrils began at 8:00 PM with all council members present. Following an address by councilwoman Patricia Ochoa Aravena and the reading of the Manifesto for the International Day of Older Persons by councilwoman Laura Casalprim Ayguasenosa, the agenda commenced.
The minutes from the previous session were unanimously approved. Subsequently, the provisional approval of the modification of fiscal ordinances for 2027 was debated. The Treasury councilwoman, Montse Ponsa Herrera, detailed the technical modifications. JxC spokesperson Marta Gómez Pons raised questions regarding IBI payments, vehicle tax, electric/hybrid vehicle discounts, capital gains tax, and construction taxes. Councilwoman Ponsa clarified that installment payments remain unchanged, vehicle tax adjustments are technical and do not imply an increase, and discounts will not be altered by the current government's decision. Regarding construction ordinances, she explained that only the module proposed by the College of Architects is being updated. The motion passed with 9 votes in favor (ERC, MUC, non-attached councilor, PSC) and 4 abstentions (JxC).
Information was provided on compliance with the Late Payment Law for the 2nd quarter of 2026 and on resolutions from the mayor's office and agreements from the Local Government Board. PSC spokesperson Luis Cleminson inquired about a €200,000 subsidy for street resurfacing, its time limitations, and execution criteria. The mayor indicated that technical criteria would be applied and execution would occur between 2026 and 2027.
During the questions and requests segment, the opposition raised several issues. Councilwoman Ochoa Aravena (PSC) asked about the planned cleaning of ravines, to which the Environment councilwoman, Lina Morales Serra, responded that it has already begun with silvopasture and will soon proceed with machinery. Councilor Cleminson (PSC) inquired about the removal of a pine stump in La Llobatera, with Councilwoman Morales Serra explaining that they are awaiting other similar stumps to optimize the work. Street cleaning was also discussed, acknowledging the need for more work attributed to weather conditions and staff shortages, with two new brigade members joining soon. A request was made for the removal of dangerous reeds in a ravine.
The Urban Planning councilwoman, Sílvia Vallbona Blanch, reported on waste collection, meetings with the Consell Comarcal to improve the service, and the request for a budget for new containers. Regarding the Aigua Picant parking lots, the mayor explained they are already deeded and awaiting economic study and appraisal for sale. For the new Local Police station, Vallbona Blanch indicated that a Diputació report is awaited before commencing, following receipt of the executive project and the ACA report.
JxC councilwoman Gómez Pons asked about the frequency of container washing, climate shelters, and the risk of extreme heat for municipal workers, receiving information to be provided and protocol drafting details. Councilor Francesc Xavier Almirall Garcia inquired about nursery school registrations, receiving the requested documentation. Councilor Àxel Gómez-Centurión Soliveres asked about leaks in the photovoltaic porch, with a technical meeting planned with the construction company. Councilwoman Griselda Vergués Guiu inquired about the execution of participatory budget proposals and the functionality of the municipal website, reporting that only one action from 2024 remains pending and information is being recovered from the old website.
