The Minister of Social Rights and Inclusion, Mònica Martínez Bravo, admitted in Tordera that the risk of poverty and social exclusion rose to 24.8% of the Catalan population during 2025, according to the Idescat Living Conditions Survey.

The increase of eight tenths compared to the previous year breaks the improvement trend observed since 2021. Nevertheless, Martínez Bravo described the increase as "slight" and pointed out that the figures show "lights and shadows," highlighting the rise in average income as an indicator of economic growth.

"The latest Idescat data on poverty in Catalonia are not positive."

The Minister's main concern focuses on children, the most affected group. The poverty rate among minors under 16 years old stands at 36.1%, 1.3 points higher than last year, as benefits aimed at children do not achieve the same protective effectiveness as the pension system for the elderly population.
In response to these figures, the Minister advocated for the need to review the minimum vital income (IMV) with a specific focus on children and ensure that the childhood complement reaches many more households. She also cited the implementation of the new guaranteed income and the future transfer of IMV management to the Generalitat as key measures.
