The ecological entity has lodged an appeal before the General Secretariat of Interior and Public Safety of the Department of Interior of the Generalitat de Catalunya, arguing that the bull events held from September 26 to 28, 2025, do not constitute a traditional festival nor can they be framed within the legally recognized festivities by the municipality, as required by Article 3 of Law 34/2010.
According to the municipal program, the Festes de la Mare de Déu de la Ràpita (also known as the Barri festivals) were officially held from September 10 to 14, 2025. The authorization granted by the la Ràpita City Council for the subsequent bull events, evidenced by the Municipal Plenary agreement of May 31, 2024, is considered an improper use of administrative authority.
“"Authorizing bull events outside the legally established tradition is a violation of the regulations and an inadequate use of municipal powers. Respect for the law is a minimum requirement for the Administration."
AnimaNaturalis maintains that this artificial interpretation of the regulations empties the legal framework protecting traditional bull festivals of content. Therefore, the appeal requests revoking the archiving of the preliminary proceedings and initiating the corresponding sanctioning file, with full contradictory processing.
