The Inundation Observatory, a collegiate body composed of members from various Generalitat departments and independent experts, held an ordinary session at the Department of Territory, Housing and Ecological Transition. The meeting focused on analyzing the floods experienced in September and October.
Councillor Sílvia Paneque i Sureda emphasized the observatory's significance: "The Inundation Observatory is essential for acting rigorously in the face of extreme torrential rain events." She added that these events highlight the reality of climate change and the need to review prediction tools, infrastructure, and urban planning.
The Observatory, established in July 2025, brings together technical knowledge and improves institutional coordination with representatives from the Catalan Water Agency (ACA), Civil Protection, the Meteorological Service of Catalonia (SMC), and Urbanism, as well as independent experts and academics.
The Department has promoted planning and prevention actions, such as the Master Plan to reduce flood risk in the Terres de l’Ebre, approved in October 2025 with 37.5 million euros for twelve municipalities in Montsià and Baix Ebre. The Special Plan for Flood Emergencies in Catalonia (INUNCAT) has also been revised.
The body evaluates and monitors flood risk management measures, analyzes available data, and formulates technical and strategic proposals, considering the impact of climate change in the Mediterranean area. "The Observatory allows us to have a space for rigorous, interdisciplinary, and independent reflection in its contributions, capable of formulating useful proposals to improve public policies," the councillor noted.
The Observatory proposes medium and long-term solutions, promoting nature-based strategies to reduce territorial vulnerability and increase resilience to extreme weather phenomena, continuing previous Government agreements and responding to the European Floods Directive.
