According to Article 2.1 of Law 5/2003, which provides aid to local entities for drafting these plans, the measure aims to enhance safety in the municipality. The initial approval is based on current legislation, including Law 39/2015 on the common administrative procedure and Law 26/2010 on the legal regime of Catalan public administrations.
To ensure citizen participation, a 20-day public information period is being opened. During this time, any natural or legal person can examine the draft plan and submit their objections. The file will be available at the City Council's Secretariat, during opening hours from 10:00 AM to 1:30 PM, Monday to Friday.
