The proposed system establishes a basic annual fee of 200 euros per household and a variable part of 175 euros, which will be applied based on the number of waste contributions made throughout the year. Consequently, the annual tax for households will range from 200 to 375 euros, depending on service usage and individual circumstances.
For households with a door-to-door collection service, the variable part will be calculated based on organic waste contributions. Households making more than 35 annual contributions will pay the basic fee of 200 euros, while those making fewer than 35 will pay 375 euros. For households using closed drop-off areas, the criterion will be the number of times residual waste is deposited; those making fewer than 50 annual contributions will pay 200 euros, and those exceeding 50 will pay 375 euros.
This differentiation links the variable part of the tax to waste separation and the use of each collection system. The regulation also includes situations where only the basic fee of 200 euros will apply, such as for households with a single registered resident or duly accredited vacant properties. Households managing organic waste through home composting, upon request and accreditation, will have an organic variable cost of zero euros.
Contribution control will be carried out using bins identified with TAGs and verified contributions at the municipal mini-recycling point. The variable part will be incorporated into the following year's tax. Commercial premises generating waste similar to domestic waste and not affiliated with the commercial collection of the Consell Comarcal del Pla de l’Estany will have a fixed annual fee of 215 euros, as will vacant premises. Tourist accommodations and residential centers not affiliated with the regional service will pay a commercial tax per ten capacity persons. Unbuilt plots in consolidated urban land will have a fixed annual fee of 55 euros for the generation of vegetation and public litter.
