These strategic areas, totaling over 200,000 hectares, are fundamental for containing large fires. For them to be fully operational, interventions will be needed in 34,000 hectares, a process expected to take years. However, actions have already begun in five priority axes: Igualada-Martorell-Santa Coloma de Cervelló, Perafita-Manresa, Girona-Celrà, Argentona-La Roca, and Rasquera-Perelló.
The Government's new sustainable forest management strategy, which emphasizes prevention and adaptation to climate change, foresees an investment increase of 36.8 million euros. Additionally, the Special Forest Fire Prevention Group (GEPIF) will be consolidated, and support for Forest Defense Associations (ADF) will be doubled, with stable aid for vehicle and machinery renewal.

This statement underscores the need to delimit strategic areas to stop large fires and break the continuity of flames between massifs. The objective is to transform fire behavior to make it controllable and extinguishable, through actions such as shrub reduction, crop utilization, or promoting extensive livestock farming, adapting each measure to the needs of each area.
The confinement axes represent the main novelty of this strategy, complementing protection strips for inhabited areas (with 75% of the territory already covered and 15 million euros in aid to municipalities) and priority protection perimeters, of which the 34 delimited in Catalonia are to be consolidated. Two new projects are expected to be approved before summer (Les Gavarres and El Montmell-Pontons-Mediona) and the rest between 2027 and 2028.
Collaboration with the Forest Action Group (GRAF) of the Firefighters has been crucial, as a loss of capacity to act in larger fires has been observed. While in 2003 only 0.2% of fires exceeded the Firefighters' capacity, in 2023 this figure rose to 11%. This increased risk is due to the climate crisis, the continuity of forest mass, and the abandonment of agricultural and livestock uses.
