This new round of proceedings adds to the twenty sanctioning cases already initiated last week against Red Eléctrica and major companies such as Iberdrola, Endesa, Naturgy, and Repsol, bringing the total to 35 cases.
The new cases not only investigate practices related to the April 28 incident but also cover other periods where potential sectoral infringements have been detected. However, the CNMC emphasizes that the opening of these proceedings does not imply attributing the origin of the blackout to the affected companies, as the incident was multifactorial.

The maximum duration of the proceedings will vary between nine and eighteen months, depending on the severity of the infringement. The companies involved will have the opportunity to present allegations and propose evidence.
Of the fifteen new cases, eleven have been directed at Endesa Generación, one at Engie, one at TotalEnergies, and one at ContourGlobal for the Arrúbal thermal power plant. The last case has been opened against the Ascó-Vandellòs nuclear association, which includes Endesa and Iberdrola.
Most of the cases, both new and from last week, are initiated for a possible infringement of article 65.8 of the electricity sector law. However, the case processed against the Ascó-Vandellòs nuclear association is based on article 65.34, for possible "offers with abnormal or disproportionate values to unduly alter the dispatch of generation units or market matching."
