Alfons M. López Salgueiro · Former Director General of Environmental Quality
The environmental authorization for the Tivissa (Ribera d'Ebre) waste landfill was granted in October 2002, during the CiU government. López Salgueiro, who prepared the environmental report, stated that all mandatory technical reports were favorable and correct.
The statement was made during the trial session against the Pujol Ferrusola family and several businessmen. The former director denied being dependent on the General Secretariat of Industry, a position held at the time by Oriol Pujol.
The landfill operation was promoted by a company belonging to the investigated businessmen Gustavo Buesa and Josep Mayola, along with Jordi Pujol Ferrusola and his ex-wife Mercè Gironès. The latter collected a commission and sold their stake in the company two years after obtaining the environmental license.
In his testimony, López Salgueiro emphasized that authorizing a landfill is a “complex” administrative procedure involving various administrations and departments, and that it is not uncommon to return projects to request improvements and mitigate risks.
