The transformation of the C-13 road between Lleida and Balaguer, as well as the C-26 between Tàrrega and the capital of La Noguera, has become a major sticking point between the opposition and the Generalitat Government during the budget amendment process. Both Junts and the PP agree on the need to act on these road axes, although they differ on the final approach.
The two opposition parties have seized the budget debate to urge an acceleration of the projects. Junts proposes allocating €150,000 for the project design and the first phase of the C-13 duplication into a 2+2 lane format, and a similar amount for the design of the Tàrrega-Alfarràs highway, connecting with the future A-14.
For its part, the PP proposes a higher investment, with 2.5 million euros for the construction project of the C-13 as a highway between Balaguer and Lleida, and an additional 3.5 million for the construction of a new variant of the C-53 between Balaguer and Tàrrega.
These proposals are part of a broader range of actions demanded by both parties. Junts also includes the design of an overpass over the A-2 highway in Tàrrega, improvements to the road's side lanes, the adaptation of the C-148a between Balaguer and Vallfogona de Balaguer, resurfacing of the C-26, and the project design for conditioning the C-13/199c between Térmens and Bellvís. They are also studying a retaining wall on the Ondara river in Tàrrega and increasing bus routes to Pallars Sobirà.
The PP also proposes increasing the contribution to the Consorci del Transport Públic de l’Àrea de Lleida by two million euros to improve the frequencies of the bus line between Alpicat and Lleida.
