The agreement outlines a total investment of 12 million euros, with 6 MEUR provided by the Generalitat and the remainder by the City Council and the State. A key component is the creation of a Civic Hub in the Balàfia neighborhood, featuring 25 rooms and 3 rental apartments aimed at promoting the autonomy of vulnerable people.
The project has faced opposition from neighborhood groups and political parties such as the PP, Vox, and Aliança Catalana. Mayor Fèlix Larrosa criticized these voices, stating that he would not tolerate political debate that “plays with fears” regarding homeless people.

Beyond the Civic Hub, the plan addresses the agricultural campaign, allocating 16 apartments for seasonal workers and constructing the CATemporers facility in La Creu del Batlle, designed for 32 people. A second facility, CATemporers 2, is also planned to expand accommodation capacity.
Overall, the inclusion model anticipates establishing 130 inclusion housing units across various neighborhoods in Lleida, managed either directly by the Paeria or by third-sector entities. It is estimated that the program will serve up to 500 people city-wide.
