The decision was made in an extraordinary session with votes in favor from PSC, PP, Junts, and Vox, and abstentions from ERC and Comú. This extension became necessary after an appeal filed before the Catalan Public Sector Contracts Tribunal paralyzed the awarding of the new contract, which had been granted to the temporary union of companies formed by Ilnet and Valoriza.
The appeal was lodged by the firm FCC, which came in second place in the tender. According to the municipal government, the extension will have a maximum duration of nine months, although this period could be reduced if the tribunal resolves the appeal sooner.

During the debate, opposition groups demanded a reduction in the waste fee until the new contract comes into force. In response, the deputy mayor for City Management assured that a proportional reduction would be applied to the upcoming fee receipts, based on the time it takes to resolve the appeal. She thanked the collaboration of PP and Junts and defended the extension as the best solution, supported by the city council's legal services.
The head of the opposition described the process as an example of administrative bureaucracy and slowness, demanding that the fee reduction be accompanied by a reinforcement of the cleaning service. Meanwhile, the spokesperson for ERC criticized that this is the seventh extension of the contract since 2006 and the fifth in the current term, conditioning their abstention on the fee reduction and service reinforcement.
The deputy mayor retorted that the forced execution proposed by the republicans went against current legislation and could lead to liabilities. The spokesperson for Junts pointed out that, although the extension is the best legal option, a new contract should have been managed much earlier. Finally, the spokesperson for Vox voted in favor out of responsibility, linking it to the fee refund, while the councilor from Comú criticized the numerous extensions due to inefficient management and business interests.
