The Lleida City Council has launched the Lleida Citizen Security Expert Committee (CESC), a new advisory, consultative, and strategic body. It is made up of professionals with recognized experience in fields such as technology, sociology, urban planning, and justice. The constituent meeting was attended by the mayor of Lleida, Fèlix Larrosa, and the deputy mayor for Security, Mobility, and Civics, Cristina Morón.
The CESC's main function is to generate knowledge, promote reflection, and formulate recommendations to help the municipal government define local security policies. Among its members are experts such as Ulises Cortés (Artificial Intelligence), Lluís de la Fuente (architect), Jordi Garreta (sociology), Daniel Ibars (criminal law), Esperança López (psychology), Xavier Maza (CEO of Grupo Seven), Paz Velasco (criminology), and Jara Pascual (CEO of Collabwith). Municipal officials also participate, including the superintendent of the Guardia Urbana, Josep Mallada, the Coordinator of Security and Civics, Rafa Carpi, and the head of the Citizen Security section, Maite Roman.
The committee's objectives include analyzing the evolution of security and coexistence in Lleida, identifying emerging risks and trends, incorporating a multidisciplinary perspective, fostering a culture of prevention and anticipation, and promoting data-driven analysis. Experiences from other cities will also be studied to propose new lines of action.
The first meeting addressed topics such as electric scooter mobility, underreporting, technology for conflict detection, and the role of social networks. Mayor Fèlix Larrosa emphasized the importance of making decisions within municipal competencies to advance security.
Larrosa highlighted the municipal government's commitment to creating a "safe city ecosystem" involving agents, research, human resources, and technology. He recalled the upcoming implementation of an artificial intelligence system with 70 surveillance cameras to detect incidents and prevent crimes.
The mayor also reflected on how incivility affects coexistence and security, and announced that the Paeria has joined the legal proceedings against the release of an individual investigated for robberies and fires in l'Horta in 2024.
