Tension at Lleida Plenary over Balàfia Civic Hub and Inclusion Model

The Lleida City Council plenary session in January highlighted political division over the Balàfia Civic Hub and inclusion policies, with only the ERC motion for a new governance space being approved.

The plenary session was defined by diverse opinions regarding the city's inclusion model and the Balàfia Civic Hub project, promoted by the PSC government team. Of the three motions presented by PP, Junts, and ERC, only the republican one succeeded, supported by PSC and Comú, which mandates the creation of a governance space involving political groups, the third sector, and technicians.
The Councilor for Social Action and Innovation, Carlos Enjuanes, defended the project, assuring that the area dedicated to addressing homelessness will occupy less than 25% of the facility. He accused opposing parties of seeking political gain without offering solutions to the social needs of Lleida.

The opposition, consisting of PP, Junts, and Vox, rejects the Balàfia Hub, claiming it is an "imposed" project lacking neighborhood consensus. PP spokesperson, Xavi Palau, stated that the project "is born a failure" because residents were not consulted. Meanwhile, Violant Cervera (Junts) called for the project to be halted and for an alternative inclusion model to be studied, demanding that decisions on emergency resources be made with dialogue and avoiding concentration in strained areas.

The Vox spokesperson, Glòria Rico, linked homelessness to immigration and opposed the reception program due to the alleged "call effect" on massive and irregular immigration that causes insecurity. During the debate, Balàfia residents present in the chamber applauded the interventions against the project, forcing the mayor, Fèlix Larrosa, to call for order. The session began with an institutional declaration condemning the feminicide of a 53-year-old woman in the city.
