Construction of Promenade Lleida commercial center in Torre Salses to start on February 26

Mayor Fèlix Larrosa confirmed the start date and the developer's obligation to invest 9 million euros in doubling Víctor Torres Avenue.

Lleida Mayor Fèlix Larrosa announced that construction for the large retail park, Promenade Lleida, located in Torre Salses, is scheduled to begin on February 26, backed by a 43 million euro initial investment.

The developer of Promenade Lleida, the commercial complex planned on a plot exceeding 50,000 square meters between La Bordeta and Els Mangraners, expects to start work on the buildings that will house shops, bars, restaurants, a large cinema, and a hypermarket. The mayor indicated that, in addition to the 43 million euro investment in the first phase, the promoter must invest nine million more to double Víctor Torres Avenue, which will connect the complex to the LL-11.
These 9 million euros earmarked for public infrastructure will be incorporated into the municipal budget for 2026, which was automatically approved. The approval occurred after the opposition failed to reach an agreement to present a motion of censure against Larrosa, following his loss of a confidence vote to approve the accounts.

The mayor defended the need for the new 278 million euro budget to launch the new cleaning contract, renew the telecare service for 6,000 users, and advance the incorporation of 14 new Guardia Urbana agents. He also explained that the Ibn Hazm Islamic community has “withdrawn the request” to build a mosque in the Camí dels Frares industrial estate, thus causing the file to lapse.
Regarding urban planning, Larrosa confirmed his intention to bring the vote on the POUM (General Urban Planning Plan) to the March plenary session, along with the initial approval of the 450,000 square meter expansion of the El Segre industrial estate. Furthermore, he announced the creation of a mayoral commissioner for public space, led by Jordi Domingo, who will have an inspection body with sanctioning capacity to improve civility and security.
