The proposal aims to encourage the construction of social housing and facilitate access to affordable rentals by increasing bonuses on the Property Tax (IBI) and the Tax on Constructions and Works (ICIO). It suggests extending the 50% IBI bonus for social housing from 5 to 6 years, and a 95% bonus for new constructions intended for municipal assignments. The bonus for temporary accommodation for seasonal workers will also increase from 70% to 95%.
Regarding ICIO, bonuses for renovations and improvements of properties ceded to Municipal Housing Banks will be extended from 75% to 95% city-wide, not just in the Historic Center. The construction of special regime housing for rental for a minimum of five years will receive a 95% ICIO bonus, and bonuses for rehabilitating properties for individuals at risk of social exclusion or with disabilities will be enhanced.
Concerning the tax on the increase in value of urban land (plusvalía), the bonus for properties incorporated into the social rental mediation program for a minimum of four years will be extended from 80% to 95%. This set of measures is part of the Paeria's strategy to increase the supply of affordable housing in Lleida.
Furthermore, the municipal government will refund 580,000 euros to citizens and businesses from the waste management fee. This refund compensates for the delay in launching the new cleaning and collection contract, initially scheduled for May 2026 and postponed to August 19. The discount will appear on next year's bill, with varying amounts depending on the type of dwelling or economic activity.
“"We use taxation to respond to the city's priorities, and the first one is clear: housing."
“"We are not increasing any fee or tax. We have decided not to pass this pressure onto the citizens."
Mayor Fèlix Larrosa highlighted that the city council's sound financial situation allows for continued tax reduction while maintaining investment capacity, prioritizing the well-being of families, young people, the elderly, and economic activity.
