Larrosa confirms start of Promenade Lleida works and automatic approval of 2026 budget

Mayor Fèlix Larrosa confirms that the first phase of the commercial center will begin on February 26 with an investment of 43 million euros.

The Mayor of Lleida, Fèlix Larrosa, confirmed on Tuesday the imminent start of construction for Promenade Lleida and the automatic approval of the 278 million euro municipal budget for 2026, as the opposition failed to present a motion of censure.

The Paeria (Lleida City Council) budget for 2026 was automatically approved after the opposition failed to present a motion of censure against Mayor Fèlix Larrosa within the one-month deadline following the loss of the confidence vote. The municipal accounts amount to 278 million euros, of which 72 million will be allocated to key investments such as the new cleaning contract, the renewal of the telecare service for 6,000 users, and the investment of 1.2 million euros in the Camp d'Esports stadium.

"The plenary session has sent a clear message; the members of the corporation have said that Fèlix Larrosa and the PSC must govern because there has been no alternative majority. We will act accordingly without getting caught up in the noise."

In the commercial sector, the promoters of Promenade Lleida confirmed the start of works on February 26 at Torre Salses. The first phase will involve an investment of 43 million euros. Additionally, the promoters must contribute 9 million euros for public infrastructure, mainly to execute the Víctor de Torres road link, a crucial connection between the city center and the Bordeta and Magraners neighborhoods. Regarding urban planning, the new Municipal Urban Planning Plan (POUM) is scheduled for initial approval in the March plenary session, allowing the development of 90,000 square meters of the station plan.
Among the government's priorities is housing, with the imminent processing of 190 new affordable homes in collaboration with the private sector to balance the current supply. A mayoral commissionership, led by Jordi Domingo, will also be created to coordinate public space and civility services, accompanied by a new inspection body with sanctioning power. In security, a new technology system featuring artificial intelligence will be awarded, and the goal is to close 2026 with 260 active agents of the Guàrdia Urbana.
Finally, the mayor confirmed that the Islamic community Ibn Hazm has withdrawn from the tender for the municipal plot in the Camí dels Frares industrial estate, where the city's first large mosque was planned. In the industrial sector, the expansion of 450,000 square meters of the El Segre industrial estate will be submitted for initial approval in February, while the investment attraction office is working on industrial projects worth 172 million euros.
