The Les Borges Blanques City Council, located in Lleida, started imposing heavy fines in December 2025 to combat the fraudulent use of parking permits for people with reduced mobility.

Mayor Josep Ramon Farran stated that the Local Police observed a significant rise in the misuse of these documents, including forged permits, photocopies, and cards belonging to deceased residents. While general regulations allow fines up to €6,000, the local maximum fine has been set at €1,500.

"This is a matter of civility and solidarity. We have observed completely uncivil behavior with little regard for breaking the rules, which has led us to act forcefully."

The most common infractions identified include using photocopies instead of the original permit, using expired cards, or using permits belonging to deceased individuals. Crucially, the card is personal and non-transferable, meaning it is only valid when the recognized disabled person is present in the vehicle.
Farran emphasized that fraudulent use harms those who genuinely need these spaces and shows a lack of solidarity. Misuse is classified as a serious infraction under the Catalonia accessibility code, resulting in economic penalties and the withdrawal of the permit for 24 months.
