Lleida Promotes Territorial Energy Hubs for its Regions

The Diputació de Lleida has presented the proposal for Territorial Energy Hubs (NET), a new network of regional services aimed at boosting renewable energies in the regions of Lleida, Pirineu, and Aran starting in 2027.

The initiative, part of the Shared Agenda Lleida, Land of Opportunities, proposes the creation of a stable public service with a dedicated technical team in each regional council. The goal is to transition from one-off actions to a continuous, coordinated working model among administrations, expanding the functions of the current Regional Energy Transition Offices (OCTE) and focusing on territorial economic development.
The new model allocates an annual budget of 803,000 euros for the entire province, distributed across 11 regional service units (73,000 euros per region). The Diputació de Lleida will fund the first year (2027), with co-financing negotiations underway with ICAEN. From 2028 onwards, municipalities will progressively contribute to co-financing, reaching approximately 30% by 2030, to ensure service continuity.
The Territorial Energy Hubs will provide support to municipalities in reducing the energy bills of public facilities, promoting self-consumption installations, and creating energy communities. They will also help identify suitable locations for renewable projects and facilitate municipal participation, ensuring that a larger share of the economic benefits from energy production remains within the territory.
Furthermore, they will facilitate access for businesses and industrial estates to competitive renewable energy prices, promote shared self-consumption projects, and encourage the attraction of new economic activities, with the possibility of incorporating specific funding from the Catalan Public Employment Service (SOC).
The proposal is based on the renewable energy generation potential of the Lleida regions, where photovoltaic production on optimal land could generate more than seven times the current electricity consumption of the province. The model aims to enable municipalities to actively participate in energy project development and leverage this production capacity to generate economic activity and opportunities.
The network will have territorial coordination through the CIT Energy Hub Lab, providing tools, data, training, and technical support to the various regional hubs, in collaboration with the University of Lleida. The plan is to validate the proposal during the final months of 2026 and launch the new services in the first quarter of 2027.
