The Provincial Council of Lleida has reviewed the progress of plans to attract talent and improve industrial estates in the region, with execution rates of 65% and 70% respectively.

The sixth meeting of the Territorial Advisory Council for Transformation (CATT) served to monitor the main projects of the Lleida Shared Agenda, Land of Opportunities. The meeting highlighted the progress in initiatives jointly promoted by administrations, business organizations, unions, and knowledge agents.
The 2025-2027 Shared Action Plan for talent retention and attraction, coordinated by COELL, has an approximate budget of 297,000 euros and has reached 65% execution. Actions focus on improving the connection between training and the labor market, facilitating professional guidance, and creating opportunities for young people in the counties of Lleida. Initiatives such as county coordination tables and programs to bring the business world closer to young people are being developed.
Regarding the 2025-2027 Action Plan for enhancing industrial estates, coordinated by PIMEC, it has an approximate budget of 741,000 euros and has achieved 70% execution. Actions focus on improving competitiveness, digitalization, decarbonization, and promoting new business support services. An analysis of the industrial estates is planned for 2027, along with the drafting of an industrial strategy.
The meeting also presented updates on the GlobaLleida Global Support Points network, which adds a new point in Bellver de Cerdanya, bringing the total to 15 support points across the territory. These points offer assistance for entrepreneurship and business development, and new agreements will expand the participation of county councils and municipalities.
Progress was also reviewed for the Transformative Innovation Centers (CIT) and their strategic projects, including biopolygons, forest bioeconomy, regenerative agriculture, and local sustainable energy initiatives.
The Territorial Advisory Council for Transformation is the territorial participation body of the Shared Agenda, comprising representatives from institutions, county councils, and county capitals, aiming to foster economic development and territorial cohesion in the counties of Lleida, the Pyrenees, and Aran.
