The council believes that the proposal by the Catalan Institute for Energy (ICAEN) has significant deficiencies in its environmental, territorial, and urban planning analysis, and calls for a revision based on criteria better suited to the territory.
Regarding photovoltaic installations, the objections highlight that the priority and non-priority zones overlap with areas included in the Catalog of Natural Interest Areas of Girona, potentially affecting valuable environmental sites.
The City Council also questions the PLATER's methodology, which primarily uses maps of agrological capacity. According to the technical report, this leads to priority zones coinciding with established forest masses, often ancient woodlands, rather than abandoned cultivated lands as the premise suggests.
Furthermore, it is criticized that the document does not comply with the Partial Territorial Plan of the Girona Counties (PTPCG), as the proposed areas are located on special or territorial protection soils, despite the PTPCG stating that these installations should preferably be sited on preventive protection soils.
The council also points out the incompatibility with Vidreres's Municipal Urban Planning Plan (POUM), which expressly prohibits the felling of trees in forest land.
In relation to wind energy zones, it is reiterated that the planned areas affect spaces within the Catalog of Natural Interest Areas and special protection soils of the PTPCG, without sufficient justification.
“"Vidreres is fully committed to the energy transition, but this must be done with criteria of sustainability, respect for the territory, and by listening to the municipalities. We cannot accept planning that ignores protected natural spaces, our urban planning, and the environmental reality of the municipality. That is why we have requested the withdrawal of PLATER and its revision to ensure compatibility with the preservation of natural heritage and balanced territorial development."
