The town of Torà is working to finalize its administrative merger with the Solsonès region three years after its official transfer, focusing on water management, waste, and social services.

Three years after leaving Segarra to join Solsonès, the municipality of Torà still maintains management links with its former county. Mayor Isabel Torres stated that achieving full autonomy within the new administrative framework is a gradual and complex process.
Water management is the top priority. The council is waiting for the Catalan Water Agency (ACA) to approve key projects. Approval is expected by 2026, which is essential for improving water quality and the local treatment plant.

"We had a loss of almost 50% of water due to the poor condition of the pipes. Last year we started a renovation phase and this year we will begin with a 300,000 euro grant."

This investment will target the network supplying rural farmhouses. Meanwhile, the full transfer of waste management and social services from the Segarra County Council to Solsonès is not expected to be completed until late 2027.
