The expert jury, composed of technicians from the Diputació de Tarragona and members of the Col·legi d’Arquitectes de Catalunya (COAC), evaluated the winning proposal among five finalists, highlighting its overall coherence in architectural quality, functionality, sustainability, efficiency, and economic viability.
The president of the Diputació de Tarragona, Noemí Llauradó, explained that the proposal is the most "complete, balanced, and viable," and that it responds to the desire to create an "iconic building with great institutional prestige." She emphasized that this project represents a "decisive step" for the new headquarters, which will be a "reference administrative complex" to improve public service.
Architects Anton Pàmies (COAC) and Jaume Mutlló (Diputació) detailed that the winning proposal combines preservation and transformation, distinguishing the building within the square's environment and adapting the original facade by architect Ripoll with a criterion of transparency.
Internally, a spacious lobby and a bioclimatic courtyard will structure the spaces, promoting spatial continuity and the relationship with the exterior. The proposal aims to enhance sustainability, energy efficiency, and the functionality of administrative uses, integrating with the Síntesi building.
The contract with the awarded company is expected to be formalized in September, with the aim of starting the drafting of the basic and executive projects. Construction work could begin during 2028.
