Generalitat imposes first fines for non-compliance with Housing Law

The sanctions, totaling 120,000 euros, have unlocked the start of budget negotiations between the Catalan Government and the Comuns party.

The Generalitat Government has imposed the first 13 fines on legal entities for non-compliance with the Catalan Housing Law, leading the Comuns party to start 2026 Budget negotiations this Tuesday.

The president of the Comuns in the Parliament, Jéssica Albiach, made the announcement from the Sala Clavé of the Palau de la Generalitat after meeting with the Minister of Economy, Alícia Romero, and the president of the Socialist group, Ferran Pedret. The sanctions, totaling €120,000, are mainly due to the lack of information in rental advertisements or the failure to comply with rent caps.

"These measures are a first step and a starting point, but the Government has acted late, since the sanctioning regime has been in force for a year."

Of the 13 sanctioning files, seven have been processed by the Catalan Consumer Agency (Agència Catalana de Consum) and six by the Catalan Housing Agency (AHC). Additionally, there are 55 more files pending in Consum, potentially reaching €500,000, and 77 more being processed by the AHC. All fines exclusively affect real estate agencies and large property holders, not individuals.
Regarding budget negotiations, Albiach stressed that improving the operation of Rodalies (commuter rail) will be a "central pillar" for her group, along with housing and public services. The leader warned that no "blank check" would be extended to the Government, noting the high probability that these will be the only budgets of the legislature.

"It cannot be that a Government that already fails with Rodalies, also fails with housing."
