The Diputació de Tarragona has proposed awarding the company Investigación y Control de Calidad, S. A. (Incosa) the structural diagnosis work for the Tabacalera wing intended for the future Conservatory and Music School.

The president of the Diputació, Noemí Llauradó, signed a decree last Friday to propose the contract award to Incosa. This company was chosen over two other candidates due to its «additional experience» and «specific» background, with a bid of 24,013 euros (VAT included).
The work will include «detailed inspection», «description of the current state of the building», preparation of the «sampling and testing plan», and «identification and characterization of structural and constructive defects». The final report is expected to be ready by the end of the year.
This project is part of the agreement signed on January 15th between the mayor of Tarragona, Rubén Viñuales, and the president of the Diputació, Noemí Llauradó, for the Conservatory's relocation. The new space will cover 7,168 square meters, double its current size, and will accommodate 500 students and 60 teachers.
The plan is to have the construction project ready by 2028, with works lasting two years. The relocation is anticipated to occur between the 2031/32 and 2032/33 academic years, with a minimum investment of 15 million euros from the provincial entity.
