The initiative, part of the 50,000 plan to expand the public housing stock by 2030, foresees the tender of 42 plots of land with capacity for 20 apartments or fewer. This strategy is designed to facilitate the participation of small construction companies and address the needs of municipalities with fewer technical resources.
The Tarragona municipalities benefiting from this first phase include El Vendrell and Calafell (Baix Penedès), Espluga de Francolí (Conca de Barberà), Alcover (Alt Camp), La Canonja (Tarragonès), Almoster, Les Borges del Camp, and Mont-roig del Camp (Baix Camp), Falset (Priorat), and La Sènia (Montsià).

The Minister of Territory, Housing and Ecological Transition, Sílvia Paneque, highlighted that this method represents 'an unprecedented new line of work' and emphasized the importance of collaboration with local councils to increase the public housing stock in Catalonia.
Representing the local councils, the mayor of Planoles, David Verge, defended housing construction as 'key' to retaining young people and revitalizing the economic and social dynamism in towns that have suffered a significant population loss. He requested more support from the Generalitat to address municipal limitations, especially in funding and technical capacity.
The agreements establish that the Catalan Housing Agency will supervise compliance with the conditions for 75 years, after which the homes will revert to the local councils. The councils commit to expediting building permits and administrative processes. Regarding allocation, local councils can directly manage beneficiary selection or delegate it, always under transparency criteria and with the possibility of establishing requirements such as residency.
In total, this first phase foresees the tender of 63 plots to build up to 823 homes. Illa stated that Catalonia leads protected housing construction in Spain, with 3,517 protected apartments built in 2025, representing three out of ten in Spain.
