Salou Promotes 30 d'Octubre Promenade as New Commercial Hub

The City Council approves an urban planning change to allow commercial spaces on ground floors and revitalize the Emprius neighborhood.

The Salou City Council has approved an urban planning modification on the 30 d'Octubre promenade to turn it into a new economic activity hub, allowing commercial spaces on the ground floors of new buildings.

The goal is to revitalize the Emprius neighborhood, which is slated for Salou's future urban growth. The modification will permit spaces, previously designated exclusively for residential use, to house shops, offices, bars, restaurants, and various services such as recreational, educational, cultural, health, and sports facilities.
These areas, urbanized almost 20 years ago, are still awaiting construction. Of the 1,376 planned apartments in Emprius-Sud, 900 are yet to be built. Additionally, in Emprius-Nord, 1,600 more subsidized housing units are projected.
The council views this area as crucial for the municipality's orderly and sustainable growth. The measure aims to adapt the new district's design to current challenges, fostering economic activity and neighborhood life, and preventing the area from becoming solely residential. Currently, only one building on Salvador Vilaseca Avenue has commercial ground-floor spaces.
The recent opening of the new Salou-PortAventura train station, a year ago, is a key factor for this modification. A notable increase in pedestrian traffic is anticipated, and the surrounding buildings are intended to serve these users.
This zone is set to become a gateway to the city via public transport. With the future tram line planned for 2029 next to the station and the potential relocation of the bus station, connectivity will significantly improve, boosting the neighborhood's social and economic dynamism.
The 30 d'Octubre promenade has recently reopened to traffic after works to double its lanes, aiming to accommodate the projected increase in traffic. Before the end of the year, a new roundabout will be constructed at the intersection with Joan Fuster Avenue, in front of the station.
