Next Monday, September 21st, the Plenary of the Torredembarra City Council will bring several key proposals to approval regarding housing, urban planning, heritage protection, and municipal investments. One of the main points is the proposal to assign management to the Catalan Housing Agency to promote protected housing on a municipal plot on the N-340 road, in the Les Dunes parking area.
This initiative is part of the public land reserve created by the Generalitat de Catalunya to increase the supply of protected housing, especially for groups such as the elderly or young people. The City Council requested the registration of this plot, which was agreed upon in June of this year for a period of two years. Now, the Plenary must approve the management assignment to the Agency for it to process a public tender to select the developer who will build around thirty homes. The proposal also includes establishing a surface right or administrative concession for 75 years in favor of the Agency.
In urban planning matters, the suppression of five Urban Planning Action Units (UAU) is proposed: UAU 1 Marítima Residencial, UAU 4 Les Àmfores, UAU 6 Hort de Xanans, UAU 7 Babilònia, and UAU 8 Llopis. The modification responds to the finding that these areas no longer have pending operations, aiming to adapt the planning to the legal and material reality of the land.
Regarding cultural heritage, the declaration as a Local Heritage Asset (BCIL) of the Patronat Antoni Roig and the El Pes building will be proposed. The Patronat Antoni Roig, founded by Antoni Roig i Copons (1817-1885), was established with a social, secular, free, and mixed vocation, representing a notable architectural element of the late 19th century with modernist influences. The El Pes building, constructed in 1929 by the Societat Industrial de Pesca, was a key center for the fishing community as a fish market and weighing station, and it stands as a testament to the town's maritime identity.
Also to be discussed are the actions from the Participatory Budgets, with the creation of two new budget applications: 100,000 euros for tree planting and 95,000 euros for the adaptation of the Escola Molí de Vent playground. Credit supplements are also contemplated for street redevelopment (carrers de la Sort and Francesc Moragas), renovation of municipal buildings, improvement of public lighting, and other public works.
In economic matters, the General Account for the year 2025 will be approved, reflecting a positive budgetary result of 1,543,363 euros and a gross debt of 40.72% at the end of the year. Finally, it will be proposed to the Consell Comarcal del Tarragonès that the Agrupació de Balls Populars de Torredembarra receive the Distinction of Merit for Distinguished Services 2026 for its over three decades of work in preserving and promoting the town's festive heritage.
