Moreno, who also chairs the Chamber of Contractors, stressed the lack of an “investment culture” in the country. He recalled that recent Foment del Treball reports revealed an accumulated deficit of 35 billion euros between 2009 and 2020, arguing that investment should not be viewed as expenditure, but rather as a commitment to future economic return.

These criticisms follow the announcement by the Secretary of State for Transport, José Antonio Santano, to expand the Rodalies plan up to 8 billion euros. However, the current investment set until 2030 is 6.3 billion, of which only 2.5 billion have been executed, highlighting the persistent delays in project completion.

Moreno insisted that essential maintenance should never have been halted in the Rodalies network across Madrid, Valencia, or Catalonia, as this infrastructure is fundamental for transporting workers, students, and families. He noted that the El Prat airport exceeded its capacity in 2025, both in terminals and runways.
He also highlighted key infrastructure needs, including improving the 17 connection projects for the AP-7 and AP-2, and creating a fast lane between Tarragona and Andorra, and the doubling of the C-55 and C-58 roads.
