The urban map of Tarragona shows numerous 'black holes,' with over 400 vacant plots, some in ruins or filled with debris. This situation became evident after the annulment of the Municipal Urban Planning Plan (POUM), which forced the administration to focus on internal growth.

According to data from the Tarragona City Council from March 2022, the 415 identified plots could allow for the construction of approximately 2,373 housing units, intended to accommodate about 6,074 new residents, especially in the city center.
While the new POUM is being processed, residents and the administration are exploring provisional uses for these spaces, such as urban gardens or parking areas. In fact, some key plots are already being unlocked, such as the one at Rambla Vella with Sant Agustí, where a housing development is being built.
