Territory invests 192,275 euros in 15 rehabilitation projects in Terra Alta

The initiative, part of the Arrelament Program, aims to retain population and improve services in depopulated municipalities.

The Department of Territory, Housing and Ecological Transition has invested 192,275 euros in drafting 15 strategic projects to rehabilitate municipal buildings in Terra Alta, aiming to convert them into housing, facilities, or economic activity spaces to combat depopulation.

These projects, most of which are nearing completion, are part of the Arrelament Program. This initiative seeks to stimulate local economic opportunities and retain population in areas suffering from depopulation, promoting territorial equity and equal opportunities. For the drafting of the projects, the Department collaborated with the Col·legi d’Arquitectes de Catalunya (COAC) branches in Tarragona and Terres de l’Ebre, creating a pool of local architectural teams.
The Arrelament Program focuses on the 16 Catalan urban systems that have experienced sustained population loss between 2001 and 2022, encompassing 121 municipalities with fewer than 1,000 residents. The initiative began with a pilot project in 2021 in the Garrigues Altes urban system, to identify priority areas of action and implement concrete measures in housing, urban planning, mobility, landscape, and economic activity. It was subsequently extended to Organyà (Alt Urgell) and Terra Alta.
The 192,275 euro investment in Terra Alta comes from the Territorial Cohesion Fund of the Ministry for Ecological Transition and Demographic Challenge. The 15 projects, selected in collaboration with local councils, aim to attract and retain population, improve living conditions, and activate local resources. These include the rehabilitation of municipal buildings for affordable housing in Caseres, Gandesa, La Pobla de Massaluca, and Bot; facility improvements such as the La Barana space and schools in Arnes and La Batea; the rehabilitation of greenway buildings in Horta de Sant Joan and the music school in Pinell de Brai; and the creation of an Agrarian Test space in Vilalba dels Arcs for agricultural research.
In addition to this initial investment, the Department will invest an additional 550,000 euros this year to draft executive projects and carry out works. Planned actions include improving the energy efficiency of La Batea school, rehabilitating buildings for public rental housing in Bot, Caseres, and La Pobla de Massaluca, and the second phase of rehabilitation of the Casa Ecològica in La Fatarella. Works such as improving the air conditioning at Arnes school and renovating the music school in Pinell de Brai will also be executed.
Concurrently, four rehabilitation projects are already underway, co-financed by the Institut Català del Sòl (INCASÒL) with nearly 500,000 euros from the Recovery, Transformation and Resilience Plan. These works will convert public buildings into 12 social rental housing units in Vilalba dels Arcs, La Fatarella, Prat de Comte, and Bot. During 2023 and 2024, the Department also invested 168,000 euros in preliminary projects and diagnostics, including the rehabilitation of a music school in La Batea and the creation of motorhome areas in Caseres and La Pobla de Massaluca.
