Political and technical leaders meet in La Seu d’Urgell to discuss youth emancipation and advocate for stable funding.

Thirty political and technical leaders from the Alt Pirineu and Aran regions gathered in La Seu d’Urgell to discuss youth policies, emphasizing emancipation and the need for stable resources.
The meeting, held in La Seu d’Urgell, brought together around thirty political and technical leaders from regional and local administrations in the Alt Pirineu i Aran. The main objective was to debate youth policies, with a special focus on the work of the National Emancipation Network. During the event, relevant data on advisory services in key areas such as housing, education, employment, health, and culture for young people were presented.
Clara Quirante, Director General of Youth in Catalonia, highlighted the complexity and cross-cutting nature of youth policies. She emphasized that while the challenges faced by young people are similar to those of the general population, they occur at a crucial life stage for designing one's own life project. Therefore, she stressed the fundamental role of administrations in providing support and resources.

During the event, the Consell Comarcal de l’Alt Urgell used the opportunity to advocate for the need for financial stability to implement long-term policies. Josefina Lladós, president of the regional council, pointed out that after being included in the program contract for social services funding, the financial management of youth policies shifted to subsidies. Lladós expressed concern over the delay in resolving these grants, which are expected in June.

"Until now it was within the program contract which is the instrument that regulates the financing of social services, it was removed, they told us it would go through a subsidy, but we are in May and just today we learned that in June they will be resolved for this 26th."
The meeting also served to share experiences and tools among different Pyrenean territories and to convey concerns to the national government. Christina Moreno, councilor for youth and childhood of La Seu d’Urgell, highlighted the importance of collaboration with the Generalitat de Catalunya. Moreno emphasized that the presence of the Generalitat and fluid communication between local administrations and the central government are key for youth policies to take root and have a real impact.

"The Generalitat itself has been able to come and accompany us. Knowing that we are here and the clear communication between the local part and the national part is extremely important to move forward and for policies to truly take root, land, and move forward together."
This territorial meeting, promoted by the Direcció General de Joventut and the Agència Catalana de Joventut, is part of the National Youth Plan of Catalonia 2030, aiming to improve emancipation policies and support for young people in the region.
