Government Approves 200 Million for Neighborhood Plan, Expandable to 300

The second call for the plan will allocate funds for the comprehensive improvement of neighborhoods and towns, with applications open from July 6 to 17.

The Government has approved the second call for the Neighborhood Plan, initially endowed with 200 million euros expandable, to promote the comprehensive improvement of urban spaces in Catalonia.

The Generalitat will allocate a minimum of 200 million euros to the second call for the Neighborhood Plan, a figure that could increase to 300 million or more depending on the approval of the 2026 budgets. This initiative, which is expected to fund up to 120 comprehensive intervention programs between 2025 and 2029, aims to improve social cohesion, the environmental setting, and the quality of life for citizens in their daily spaces.
Municipalities with over 20,000 inhabitants can apply for up to 25 million euros per project, while others will have a limit of 12.5 million. The deadline for submitting applications will be from July 6 to July 17. In the Urgell region, municipalities such as Tàrrega and Agramunt have already announced their intention to participate, with Tàrrega earmarking 230,000 euros for project drafting.
The Generalitat's funding will vary according to the municipality's population, ranging from 50% to 75% of the budget, with a possibility of reaching 90% in exceptional cases for municipalities under 5,000 inhabitants with proven financial difficulties. With the initial funds, the total joint investment between the executive and the municipalities could reach 1.6 billion euros.
The Government spokesperson, Sílvia Paneque, emphasized that the goal is to create "neighborhoods and towns where people live better," improving public spaces and people's lives. The intention is for the call to reach 400 million, as agreed with the Comuns for the budget, although the current estimated minimum expansion is up to 300 million.
The call's guidelines are identical to those of the first edition, open to all municipalities, including those that were already beneficiaries, provided the new project is for a different neighborhood. Eligible actions include the improvement of public spaces, urban planning, housing, energy efficiency, ecological transition, green infrastructure, and socio-community action, as well as current and capital expenses for equipment and building renovation.
The first call funded 20 projects across the eight vegueries with a budget of 412 million euros, of which 232.71 million were contributed by the Generalitat. An increase in applications is expected for this second edition, surpassing the 83 previously received, with building renovation being one of the main focuses.
