The new regulatory framework, promoted by the council of La Seu d'Urgell, aims to adapt aid to the current economic reality. Among the most notable changes, the requirement for the applicant to be registered as a resident in the municipality is removed, provided that the economic activity is based in the town.
The granting system is now based on competitive bidding, using a 100-point scale. This new model will particularly value job creation, the formation of cooperatives, sustainability, and the strategic nature of the sector. Additionally, specific supplements for women and young people under 35 have been introduced, requiring a minimum of 6 months of registration in the RETA (Self-Employed Workers' Social Security Scheme) to ensure project viability.

This initiative is part of the La Seu Emprèn program, which offers training in business management, mentoring, and networking sessions. Finally, the council has optimized the administrative procedure, setting a maximum resolution period of two months and implementing electronic notification to streamline processes.
